The National Schools’ Constitutional Convention (NSCC) is one of the major components of the Australian Government Civics and Citizenship Education (CCE) program. The Convention is an annual peak event exploring the Australian Constitution for senior school students in Years 11 and 12. Twenty-five Victorian students from Years 11 and 12 will be selected from Victoria to attend the Convention in 2026. The Convention is funded by the Australian Government, supported by the Victorian Department of Education (DE) and delivered by National Curriculum Services (NCS).
The Convention will be held at the Museum of Australian Democracy, Canberra and accommodation will be at the Pavilion on Northbourne Hotel. Delegates will be required to fly to Canberra, arrive and check-in at the hotel in Canberra on Tuesday 24 March (subject to flight availability). Travel expenses including accommodation, flights and meal costs are fully funded by the Commonwealth Department of Education. Further information about the program, travel & accommodation requirements will be provided to successful students.

For participating Victorian government school students, the NSCC will be conducted as a school excursion and in accordance with the Victorian DE’s Excursion Policy. As such, in order for students to attend, their Principals MUST approve for their student(s) to be supervised by the listed supervisors for the duration of the NSCC, including travelling to and from Canberra. Associated documentation will be shared with Victorian government school principals seeking formal approval of the excursion arrangements, including the supervisors.
Only forms that have been signed by a Parent/Carer AND approved by the Principal or their designated proxy will be considered.
Students and Parents/Carers are required to provide an email and mobile/phone number that is readily accessible even during the school holidays in the form below.
Please note that the selection of students will be based on merit and take access and equity into account to ensure a balance of school sector, region and gender.
Please ensure ALL parts of this form are completed and submitted by 12PM Friday 31 October 2025.
NOTE: Successful students will be given a set of forms that need to be completed by themselves, parents/carers and the School Principal or their Designated Proxy and submitted no later than Wednesday 17 December 2025. Any delay may impact on their ability to participate in in the NSCC.
